In MANORKA project a study visit was organized to Oslo between 21 and 24th of April 2015 with the aim of sharing experiences on dialogue and tri-partite cooperation between the state and the local governments.
The main objective of the study trip is to outline new proposals on the representations of local governments in Hungary following the patterns of the Norwegian situation. The outcome of the study trip would be the preparation of a new Agreement between the Central Government and the Associations of Local Governments in Hungary.
Participants of the study trip: Representatives of all seven Hungarian national local government, associations (administrative and / or political leaders, representatives of the relevant ministries (Ministry of Interior, Prime Ministers’ Office), representatives of the project partners, representative of the Hungarian State Treasury.
Main areas of the focus of the study trip:
- The definition of the special content of local government interest representation with the aim for local governments to organize themselves for their own interests and not in opposition of the government in power
- The role of local government lobbying and interest-representation in the national legislative process and the governmental decision-making
- Examination of the possibility to extend local government interest-representation activities –within the Agreement- based on the examples of KS and KS Bedrift to activities of special interest-representation such as interest representation of employers.
- The methods and system of cooperation and division of work among the local government associations in order to provide for efficient and substantial local government interest representation.
